Te Uru Kahikatea (TUK) is based on a wide range of foundation public health research that provided a clear indication of workforce issues impacting on the public health workforce.  
 

That foundation public health research included:

• A Phoenix Research 2004 survey (note that this is a large report) of Ministry of Health public health organisations and people in public health jobs in those organisations
• A range of topic-specific health reports
• Sector consultation reports
• Emergency management research
