    Summary of Report

Effective Maori public health gains require culturally responsive services, systems, training, education, relationships and infrastructure. To this end, it relies heavily on a shared demonstrative appreciation, from the public health sector as a whole, for a dedicated Maori approach that draws from but is not limited to western and clinical paradigms.

Orienting the health sector to respond effectively to a Maori public health approach will require the development of Maori public health best health models and competencies for the public health workforce, the wider health workforce involved in public health-related activities, and advanced competencies for Maori practitioners. Such an approach will also contribute positively to opportunities of potential that a population health focus brings. It will also inherently require a shift in thinking and practice.

E Ara Tauwhaiti Whakarae, The National Maori Public Health Workforce Development Plan aims to contribute to the vision of Te Uru Kahikatea: The Public Health Workforce Development Plan 2007-2016:  That  inequalities will be reduced and the health of all peoples in New Zealand will be improved through public health and societal strategies that are:

    • Delivered by a properly configured, responsive, well-trained and competent (including culturally competent) workforce
    • Strengthened with core public health skills and knowledge, and
    • Supported by infrastructure and workplaces that actively encourage and develop the public health workforce.

The development of E Ara Tauwhaiti Whakarae was also been strongly influenced by challenges, initiatives and innovations shared by the Maori health workforce nationwide and therefore links to strategies in Maori health and workforce development.

E Ara Tauwhaiti Whakarae identifies current workforce development needs and actions that will impact positively on the reduction of health inequities, strengthen the capacity and capability of the workforce, and ultimately equip the workforce to respond effectively to the health needs of Maori both now and into the future.
